Global Imbalances: Diagnosis and Policy Challenges



The reports provides an overview of how the Fund conducts external assessments, and discuss the key findings of the 2017 External Sector Report. Specifically, it will highlight the recent rotation of excess imbalances towards advanced economies and discuss the associated risks and policy challenges. Additional light will be shed on the possible factors behind the persistence of large excess surpluses in key advanced economies.


Luis Cubeddu is head of the Open Economy Division in the IMF’s Research Department, and leads the institution’s External Sector Coordinating Group. Prior to his current post, he did research on emerging market issues and worked on a few large IMF programs. Mr. Cubeddu received his Ph.D. in economics from the University of Pennsylvania and was assistant professor at Pompeu Fabra University in Barcelona, Spain.


Johannes Wiegand is Deputy Chief of the Open-Economy Macroeconomics Division in the IMF's Research Department. He worked previously in the IMF's European Department as Deputy Chief of the Emerging Economies Division; Mission Chief for Croatia and Kosovo; and Desk Officer for Hungary. Prior to joining the IMF, Mr. Wiegand taught at the London School of Economics and wrote leaders for the Financial Times and Financial Times Deutschland. He holds a PhD in Economics from University College, London.


Mai Chi Dao is an economist in the Open Economy Division of the IMF's Research Department. Her research interests cover broader issues of international macro and labor economics, on which she has published in various academic journals. She has previously worked in the IMF's European Department, and the German Bundesbank. She holds a PhD in Economics from Columbia University, and a Diploma from the Free University Berlin.
